Overview

The CPA is seeking to appoint a Programmes Manager – CPA Parliamentary Academy (Full-Time/Fixed-Term 1 year) to work within our Programmes Team.

Learning and striving for excellence should be a lifelong objective. With this in mind, the Commonwealth Parliamentary Association developed the CPA Parliamentary Academy: A Centre of Excellence for Commonwealth Parliamentarians.

The CPA Parliamentary Academy is our flagship central learning hub, initially intended for Parliamentarians and parliamentary staff, but has extended to be open to anyone who wishes to learn about Parliaments and key thematic topics. In May 2021, the CPA Parliamentary Academy launched its first set of nine online courses. Today, our portfolio of courses has extended to 16 courses, with nearly 2,000 Parliamentarians and parliamentary officials registered on the platform.

The CPA is seeking to appoint a Programmes Manager to provide managerial leadership for the CPA Parliamentary Academy and to support its growth strategy.

  • Salary: £40,563 per annum (inclusive of London Weighting)

Under the direction of the Deputy Head of Programmes (Bilateral Engagement), the Programmes Manager will manage and maintain the online elements of the CPA Parliamentary Academy as well as providing support for the delivery and development of the in-person Residency Programmes associated with the CPA Parliamentary Academy.

The role-holder will play an important part in strengthening parliamentary institutions and enhancing the capacity of Parliamentarians and parliamentary staff to increase good governance processes across the Commonwealth.

Term: Full-Time - 1-Year Fixed Term contract

Salary: £40,563 per annum (inclusive of London Weighting)

Main Duties/Activities

1. Under the direction of the Deputy Head of Programmes (Bilateral Engagement), to manage and maintain the online elements of the CPA Parliamentary Academy by:

  • Promoting the CPA Parliamentary Academy within the CPA network and encouraging take-up and completion of courses through the development of products and materials.
  • Promoting the course to external stakeholders to source income-generation for the CPA and to promote the work and value of the CPA to a wide audience.
  • Updating online course content to ensure it remains relevant and accurate.
  • Populate the online platform with new course content ensuring it meets rigorously high learning standards for professional development.
  • Commission and oversee the development of online courses by contracting specialists in their fields and ensuring compliance with contractual agreements.
  • Ensure new and existing online courses are newly accredited through the Continuous Professional Development Accreditation Standard
  • Onboarding new students onto the platform.
  • Working with academic institutional partners to promote the Academy course learning pathway.
  • Monitoring and evaluating the performance of registered students.

2. Support the delivery and development of up to three in-person Residency programmes associated with the Parliamentary Academy by:

  • Assisting in the management of the financial, logistical, risk management, communications and monitoring and evaluation arrangements for Residency Programmes.
  • Where applicable, being deployed to the Residency host jurisdictions to assist in the successful implementation of the programme.
  • Promoting the Residency to key internal and external stakeholders to encourage course take-up.
  • Encourage and facilitate ongoing participant engagement via the online community platform.

 

Essential

  • Enthusiastic, flexible and proactive attitude towards problem-solving.

  • Confident working with senior stakeholders, with the ability to establish both good working relationships and professional credibility.

  • Experience working in a small and dynamic office with an ability to work under pressure, adapt to changing requirements and balance conflicting demands.

  • Excellent time management, attention to detail and self-organising skills.

  • Excellent project management skills.

  • Excellent written and verbal communication skills, including the ability to influence and negotiate.

  • Proven ability to sustain a programme of activity that requires excellent collaboration with senior professionals.

  • Ability and willingness to undertake international travel, within the context of the role.

  • Solid working knowledge of Microsoft Office (e.g. SharePoint, Dynamics 365 and Excel).

  • Evidence of research skills (including proficiency in the use of research tools/packages) to contribute constructively to analysis of data and/or leadership, or organisational interventions, and apply the analysis appropriately.

  • Numerate, with the ability to understand and analyse financial and statistical data.

  • Ability to engage constructively with colleagues to regularly review and support the execution/completion of projects/activities.

  • An understanding of and commitment to valuing diversity and the development of collegiate working culture.

  • Excellent written and oral communication skills, especially public speaking and communicating to a wider and diverse audience.

  • Experience working with people from different geographical regions, backgrounds and cultures.

  • Graduate level education or demonstrable equivalent experience within an international multicultural setting.

 

Desirable

  • Experience of working with Learning Management Systems

  • Experience of working with Members of Parliament/parliamentary staff.

  • Good working knowledge of the Commonwealth, its shared values and associated organisations.

  • Experience and understanding of the workings of ‘Westminster model’ parliaments.

  • Project/programme management qualification (e.g. Prince2 or Project DPro).

  • Experience of working with design software (Adobe InDesign specifically).

  • Experience of using video editing software (Adobe Premiere Pro specifically).
