Overview

From July - September 2021, the Legislative Council of St Helena used the updated CPA Recommended Benchmarks for Democratic Legislatures framework to conduct a self-assessment. The process allowed the Legislative Council to measure its effectiveness and assess progress in achieving democratic and good governance standards by comparing its practices to the CPA Recommended Benchmarks.

During the Benchmarks Assessment, several areas were identified for further development, including the need for continuous training for Councillors. 

The CPA has therefore designed an intensive one-week training course for the Presiding Officers, Councillors and parliamentary staff of the Legislative Council. This training will focus on the role of Ministers, the importance of committees and parliamentary procedure. A specialist resource team will be deployed to St Helena to deliver the programme.
