How can Parliaments provide measures that are inclusive for persons with disabilities at election time?

As defined by the UN Convention on the Rights of Persons with Disabilities:

“Persons with disabilities include those who have long-term physical, mental, intellectual or sensory impairments which in interaction with various barriers may hinder their full and effective participation in society on an equal basis with others.”  

2024 has been named the Year of Elections, with a record number of elections taking place.   

Elections are a cornerstone of democratic practices in the Commonwealth and across the world, yet individuals with disabilities often face significant barriers that hinder their ability to participate in elections equally.  

This workshop panel addresses the critical need for inclusivity in the electoral process, exploring challenges to propose actionable strategies to ensure that all persons with disabilities can participate fully in elections. It will also explore best practices and inclusive processes in jurisdictions that have made adaptions for increased inclusivity. Through the presentations, discussions and shared experiences, the workshop aims to raise awareness, generate solutions and foster collaboration among stakeholders committed to enhancing electoral accessibility. 

Participants will leave the session with a deeper understanding of the challenges faced by persons with disabilities, insights into effective strategies for creating inclusive elections and expand a network of stakeholders.

Hon. Laura Kanushu, MP, CPwD Chairperson (Uganda) - Panel Chair

Hon. Laura Kanushu, MP is a Ugandan lawyer, politician and legislator. She represents people with disabilities in the Parliament of Uganda, where she is a member of the National Resistance Movement (NRM). Her career as a human rights advocate has focused especially for people with disabilities and she is the Executive Director of Legal Action for People with Disabilities (LAPD). She is an Executive Member of the Uganda Women's Parliamentary Association (UWOPA) as the people with disabilities representative.

In the Parliament of Uganda, she is a Member of the Committee on Rules, Privileges and Discipline and she is also a Member of the Gender Labour and Social Development Committee.

Hon. Laura Kanushu, MP is the Chairperson of the Commonwealth Parliamentarians with Disabilities (CPwD) network.

Hon. Jeremy Balfour, MSP (Scotland)

Hon. Jeremy Balfour, MSP is a Scottish Conservative politician and a Member of the Scottish Parliament (MSP) for the Lothian region. A solicitor and Baptist Minister, he was first elected in the 2016 Scottish Parliament election.

Shortly after being elected, Balfour became Scottish Conservative spokesperson for childcare and early years and joined the Equal Opportunities Committee of the Scottish Parliament. Balfour currently serves as the Scottish Conservatives' Deputy Social Security, Housing and Equalities Spokesperson.

Balfour is the convenor of the Cross-Party Group (CPG) in the Scottish Parliament on Disability, the CPG on Funerals and Bereavement, and the CPG on Older People, Age and Ageing, and Co-convenes the CPG on Volunteering. Balfour is also the member of many other cross-party groups entering on sport, disability, education and on matters relating to equality.

Jeremy Balfour is currently the CPA British Islands and Mediterranean's Regional Champion for the Commonwealth Parliamentarians with Disabilities (CPwD).

Senator Hon. Isaiah Jacob (Malaysia)

Senator Isaiah  Jacob is a Member of the Senate at the Parliament of Malaysia. He was appointed in March 2023 and has since been ardently advocating for persons with disabilities. Senator Isaiah's achievements are largely focused on improving systemic support for PwDs in Malaysia. His leadership, particularly within this political party, gives greater representation to the disabled in Malaysia's political sphere where Senator Isaiah has been advocating for the creation of a dedicated PwDs Affairs Committee to institutionalise the management of disability issues in Malaysia. 

Senator Isaiah is currently the CPA South-East Asia Regional Champion for the Commonwealth Parliamentarians with Disabilities (CPwD).

Keara Castaldo, Senior Election Adviser, OSCE, Office for Democratic Institutions and Human Rights

Keara Castaldo

Keara Castaldo is a Senior Election Adviser at the OSCE Office for Democratic Institutions and Human Rights (ODIHR), where she has participated in election monitoring and technical assistance activities across the OSCE region, including in North America, Europe and Central Asia.

She currently serves as ODIHR’s focal point on alternative voting methods, voter registration, and the electoral participation of national minorities and persons with disabilities. Previously, she cooperated in election-related activities and other research for The Pew Charitable Trusts, Transparency International and the National Democratic Institute, prior to which she served as an Analyst in the United States Government Accountability Office. She has a Master’s Degree in Public Policy from The Johns Hopkins University.

Workshop Recommendation

CPC Workshop H: Creating Inclusive Elections for Persons with Disabilities (PwD)

The recommendation proposed for endorsement by workshop delegates is as follows:

  • Commonwealth Parliaments should commit to integrating technological solutions and adjustments to allow for inclusive participation in electoral processes and practices for all persons living with disabilities.
