CPC Workshop G: Combatting Discriminatory Legislation: 365 Days of Activism Against Gender-Based Violence

How can Parliaments eradicate discriminatory legislation and support the '365 Days of Activism' against gender-based violence?

Gender equality is a basic human right that, if fulfilled, can result in enormous socio-economic benefits to all societies. Empowering women drives economic growth and curbs social inequalities and poverty. Yet gender inequalities remain in every society. Women are too often denied access to basic rights, suffer violence and discrimination and are under-represented in political and economic decision-making processes. 

This Workshop is therefore intended to heighten attention towards the need for reforms in discriminatory legislation across the Commonwealth and beyond. It will aim to build support and capacity for action to achieve gender-responsive legislation and advance state commitments and global goals pertaining to gender equality, human rights and combatting Gender-Based Violence (GBV). It will allow for discussions during which attendees can learn about trends in reforming laws, how the reforms were achieved and the outcomes that arose from them.

Chair - Ms Lynda Voltz, MP, CWP President (New South Wales)

Ms Lynda Voltz, MP is the current President of the Commonwealth Women Parliamentarians (CWP) network and was first elected to represent the constituency of Auburn in the Legislative Assembly of New South Wales in 2019.

Having previously served as the Shadow Minister for Police and Counter Terrorism, Ms Voltz is a current Member of the Committee on Children and Young People and the Modern Slavery Committee, and Chair of the Legislative Review Committee, and Legislative Assembly Committee on Transport and Infrastructure, among other roles. Before becoming an MP, Ms Voltz served in the Australian Regular Army between 1987-1993.

Hon. Carmel Sepuloni, MP (New Zealand)

Hon Carmel Sepuloni is of Samoan, Tongan and NZ European descent. She was born and raised in Waitara but has lived in Auckland since 1996. She is the MP for Kelston, and served as the 20th Deputy Prime Minister of New Zealand.

Outside of politics Carmel has worked broadly across the health and education sectors, working as a Literacy Educator with youth in West Auckland, teaching in Samoa, managing equity programmes at the University of Auckland, managing the non-regulated Pacific health research project and acting as CEO of New Zealand’s only national Pacific health provider, Vaka Tautua.

Hon. Fathimath Sauda, MP (Maldives)

Hon. Fathimath Sauda is Member of Parliament for Nilandhoo Constituency at the People's Majlis of Maldives and is the Chair of the Parliamentary Committee on Human Rights and Gender. Hon. Sauda is also a Member of the Parliamentary Committee on Social Affairs, and the Parliamentary Committee on Decentralization. Hon. Sauda is also a Former Deputy Minister at the Ministry of Health and a former Executive Coordinator at the Ministry of Family and Gender.   

Ms Seodi White, Senior Gender and Law Expert on Justice, Legal Reforms and Constitutions (UN Women)

Seodi White is the Senior Gender and Law Expert on Justice, Legal Reforms and Constitutions at UN Women Headquarters in New York City. In her role she provides technical support and policy advice on legal reforms or repeal of discriminatory laws, providing substantive input including presentations on rule of law and access to justice. She is also currently reviewing the progress toward implementation of the Strategy for Equality in Law for Women and Girls by 2030.

She is a multidisciplinary trained lawyer. She obtained her Law Degree from the University of Botswana, where she is admitted to practice as an attorney. She has a master’s degree in Gender and Development from the University of Sussex in the United Kingdom. During her 30 year career, she has worked across the spectrum of Private Law Practice, International Development consulting, Women’s Rights Activism and Research, Public Service Management and Public Sector Reform.

She formed the Women and Law in Southern Africa Malawi Office (WLSA Malawi) in 1998, where she oversaw implementation of research, training and advocacy programmes with results including reforms in national law, including the passing of the “Prevention of Domestic Violence Act 2006”. From 2017 to 2020, she was Chief Director responsible for Public Sector Reforms in the Office of the President and Cabinet, and she successfully led the public sector reforms programme in the government of Malawi and as well as in State Owned Enterprises (SOEs). She also advised the former President of Malawi and Cabinet on strategic public sector reform policies.

Seodi is a published author and has published in internationally renowned Journals, such as the International Journal of Human Rights and The International Journal of Social Science. She has worked as an international development consultant in Malawi, Liberia, South Sudan, Uganda, Tanzania, Zambia, Mozambique and Zimbabwe, and has also supported several international development institutions, including the UN.

CPC Workshop G: Combatting Discriminatory Legislation: 365 Days of Activism Against Gender-Based Violence

The recommendation proposed for endorsement by workshop delegates is as follows:

  • Legislatures across the Commonwealth should ensure that they have policies and legislation in place to effectively tackle all forms of harassment, discrimination and abuse.
