CWP Workshop: Promoting the Political Participation of Young Women and Girls

How can Parliamentarians encourage and promote the political participation of young women and girls across the Commonwealth?

Women’s political participation is critical for an effective democracy, yet young women are the least represented amongst political leadership.

Sustainable Development Goal 16.7 highlights that in order for institutions to be strong and well-functioning, they must “ensure responsive, inclusive, participatory and representative decision-making at all levels”.

Data gathered by the Inter-Parliamentary Union in 2021 on youth participation in Parliaments revealed that only 2.2% of Parliamentarians are under 30, and less than 1% are young women. Girls and young women in the Commonwealth and beyond continue to be excluded and marginalised from the political sphere due to restrictive laws, institutional barriers, discriminatory cultural practices and disproportionately low access to resources.

The visible representation of women in Parliament can serve as role models for future generations of women leaders and can be a step towards reversing discriminatory policies and practices. Seeing women in positions of power can inspire girls and young women to pursue careers in politics and other male-dominated fields, thereby contributing to greater diversity and inclusion in leadership roles across society.  

This workshop session will provide the space to answer the question, why are so few young women in political leadership? It will also offer actions to boost the political participation of girls and young women highlighting examples from Commonwealth Parliaments and international organisations.

Panel Chair: Hon. Dr Zainab Gimba, MP, CWP Chairperson (Nigeria)

Hon. Dr Zainab Gimba MP is a Member of the National Assembly of Nigeria and is currently the Chairperson of the Commonwealth Women Parliamentarians (CWP) network.

She started her public service career as a Lecturer, in the Department of Public Administration, University of Maiduguri, Nigeria in 2002. Before entering Parliament, she had from 2011-2018 served as Commissioner in charge of Poverty Alleviation and Youth Empowerment, Universal Basic Education Board and Water Resources in Borno, Nigeria. Her public service was rewarded when she was elected in 2019 to the Nigeria House of Representatives.

She holds a Bachelor of Science Degree and Master of Public Administration from the University of Maiduguri and a PhD in Public Administration and Policy Analysis from the University of Abuja. Hon. Zainab Gimba has received many awards and recognitions from professional and Trade Union bodies for her service in community development and empowerment of vulnerable women.

Hon. Ume Kalsoom, MPA (Balochistan)

Hon. Ume Kalsoom is a Member of the Provincial Parliament for Kalat in Balochistan, Pakistan.

She has held various positions within the National Party, progressing from district member to Provincial Executive Member and serving as the Provincial Women's Secretary since 2021. At 26, Ms Kalsoom became the youngest Member of the Provincial Assembly (MPA) in Balochistan.

Academically, she holds a Master's degree in English from the University of Balochistan and a Bachelor's degree in Agriculture.

Hon. Catherine Fife, MPP (Ontario)

Hon. Catherine Fife, MPP is in her fourth term as a Member of the Provincial Parliament of Ontario for Waterloo, and she currently serves as the Official Opposition Critic for Finance & Treasury Board, as well as the Vice-Chair of the Standing Committee on Finance & Economic Affairs. 

For decades, Catherine has been a strong advocate for the Waterloo community, fighting for strategic investments in public education, public health care and for inclusive, responsive mental health supports. She served as Chair and Trustee with the Waterloo Region District School Board for nearly 10 years.

Hon. Ritu Khanduri Bhushan, Speaker of the Uttarakhand Legislative Assembly

Hon. Ritu Khanduri Bhushan is the Speaker of the Uttarakhand Legislative Assembly, having taken office in 2022. She holds a Bachelor’s degree in Political Science and has been actively involved in public service and politics for several years.

Before she was elected Speaker, Mrs Khanduri Bhushan served as a member of the Uttarakhand Legislative Assembly, representing the Kotdwar constituency. Throughout her political career, she has focused on issues such as women's empowerment, education reform, and rural development, advocating for policies that support sustainable growth and community welfare.

Professor Rosalind Dixon (University of New South Wales)

Professor Rosalind Dixon is a Scientia Professor Scientia Professor of Law and Director of the Gilbert & Tobin Centre of Public Law and Pathways to Politics for Women at the University of New South Wales in Sydney. She is an ARC Future Fellow and a member of the Australian Academy of Law and the Australian Academy of Social Sciences. She previously served as co-president of the International Society of Public Law.

The recommendation proposed for endorsement by workshop delegates is as follows:

  • Parliaments should have effective strategies in place to promote the political participation of girls and young women, including collaboration with civil society organisations.
